DESCRIPTION:
Under the direction of the Executive Director of Transit, the Chief Safety Officer –DDOT is responsible for the development and implementation of a Safety Management System (SMS) including the development of safety policy, safety risk management, safety assurance, and safety promotion. The Chief Safety Officer - DDOT is responsible for Detroit Department of Transportation (DDOT) safety programs including safety training and goals, emergency response preparedness, supervising and directing technical and support staff, ensuring compliance with all applicable safety regulations and requirements, investigating accidents and incidents, providing professional advice to management and staff on safe and compliant work methods and practices.

EXAMPLES OF DUTIES:

  • Direct, supervise, lead project management and provide oversight to a team of DDOT safety employees, consultants, and contractors working to develop, implement and monitor multiple safety programs simultaneously.

  • Utilize data and data analysis to develop and implement DDOT's Safety Management System (SMS) including safety policy, safety risk management, safety assurance and safety promotion.

  • Manage, direct, and evaluate system safety, transit safety, industrial safety, industrial hygiene, and passenger safety.

  • Develop and initiate accident/incident investigative procedures.

  • Provide counsel to the executive director and senior managers concerning safety matters.

  • Suspend unsafe operations, as necessary, to protect employees and the public.

  • Coordinate safety meetings, develop and monitor action plans to resolve or mitigate any issues that are identified.

  • Assist with conducting necessary statistical and trend analysis on associated safety and security activities and occurrences.

  • Provide written monthly safety and security reports to the Executive Director of Transit and senior management.
  • Provide input for the development of the budget for the department and assist with managing the assignment of resources to ensure that service objectives are achieved within the established budget.

  • Oversee safety trainings, drills, exercises, and public awareness campaigns and assist with the development of safety training programs for maintenance, operators, supervisors and other relative personnel.

  • Review project plans, designs, design variances, design basis reports or other data and submittals for compliance to safety and security design criteria and concepts.

  • Support safety and security functions under the direction of the Deputy Director – DDOT.

  • Schedule, assign, monitor, review and evaluate the work of assigned staff.

  • Conduct regular safety audits and inspections to identify and address recognized safety hazards and risks and review contracts for safety and security requirements and standards.

  • Serve as a primary liaison for safety matters to the Federal Transit Administration, the National Transportation Safety Board, and the American Public Transportation Association to ensure that all federal, state, and local, when applicable, law, regulations, and industry standards and guidelines are being met with regard to safety and safety policy.

  • Represent the department at City Council meetings and interface with city agencies, other public officials and key stakeholders to ensure departmental programs and activities are aligned with related city priorities in the absence of the executive director.

MINIMUM QUALIFICATIONS:

Qualifications (required):
  • Bachelor's Degree in Public Safety Administration, Criminal Justice, Homeland Security, Occupational Health, Safety, Risk Management, Public Administration or safety related field.

  • Minimum of ten (10) years of experience in safety that includes seven (7) years of experience in management, administration, planning, regulatory compliance, plan development, data analysis, program auditing and oversight of system safety activities in a major transportation entity. Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position.

Qualifications (preferred):
Master’s degree in Public Safety Administration, Criminal Justice, Homeland Security, Occupational Health, Safety, Risk Management or related field.
