SUMMARY
Under the direction of the Chief Financial Officer, the Controller provides senior management level leadership and oversight of the operations of Accounting, including accounts payable, accounts receivable, fixed assets, and payroll. Responsibilities also include ad-hoc analysis, annual audit management and project accounting.

ESSENTIAL FUNCTIONS

  • Provide senior management-level oversight of the Accounting Department, including payroll and general accounting activities

  • Prepare external financial reports including SORTA’s Comprehensive Annual Financial Report (“CAFR”), quarterly and annual statutory reporting to Federal Transit Administration (FTA) and Ohio Department of Transportation (ODOT)

  • Maintain compliance and consistent application of accounting policies and procedures in accordance with GASB, FTA regulations, Ohio Revised Code and internal policies

  • Develop and enforce appropriate internal financial controls within Department and throughout the organization

  • Develop, manage and maintain consistent application of appropriate fare collection policies, procedures and internal controls – including equipment on buses, ticket vending machines, online and in the retail sales office.

  • Ensure all accounting software and equipment is properly maintained, up to date, and effectively and efficiently utilized in support of the Authority’s strategic goals and objectives

  • Ensure the Authority’s payroll procedures are compliant with applicable federal/state/local laws, internal policies and SORTA’s collective bargaining agreement with its labor union

  • Provide management-level financial oversight of the Authority’s annual audit and physical inventory of the parts storeroom and biennial fixed assets physical inventory

  • Prepare, examine, or analyze accounting records, financial statements, or other financial reports to assess accuracy, completeness, and conformance to reporting and procedural standards

  • Oversee the continued development of all Department employees to keep them abreast of new technologies; oversee and direct the development of their skills and understanding of policies and procedures, developing, implementing, monitoring and overseeing adherence to performance

Education
Bachelor’s Degree (Master’s preferred) in Accounting, Finance and related field

Experience
  • 10+years of accounting experience, 5+ years in a management role

  • Expert knowledge and understanding of financial concepts and accounting principles

  • CPA preferred, but not required

  • Strong quantitative, analytical, organizational and problem-solving skills

SKILLS & ABILITIES

Computer Skills
  • Working knowledge of and considerable skill using word processing, spreadsheets, internet, email, and software for accounting, financial reporting, and presentations

  • Certificates & Licenses

  • Certified Public Accountant (CPA) preferred

Other Requirements
  • Strong writing and presentation skills

  • Ability to motivate organization and remove barriers to effective performance
