NATURE OF POSITION
Oversee capital projects, programs and contracts in support of the goals and responsibilities of the Agency and Planning and Service Development Department.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Plan, scope, schedule, and direct a broad range of capital projects and programs; prepare, coordinate, and monitor yearly fiscal capital budgets.

  • Develop comprehensive work plan and align projects to business goals; manage stakeholders and effectively communicate project status, milestones, and unexpected difficulties.

  • Manage various projects to support services and administration functions, operations building, and passenger facilities, and other relevant projects and tasks.

  • Ensure projects are on-time and within budget; apply transparency of project development to minimize uncertainty and mitigate unwanted outcomes.

  • Manage consultant projects, including developing scopes of work, providing contract management and leading the direction of consulting projects.

  • Manage contract administration and consultant work efforts; ensure vendor compliance with Federal, state, and local regulations.

  • Analyze current and proposed facilities to include the cost/benefit, productivity, staff and equipment parameters.

  • Research and collect data necessary to develop needs assessments for facilities.

  • Draft technical scope of work, bid specs, change orders; interpret construction drawings, maps, material specifications.

  • Assist with procurement management duties such as review of contracts, review of invoices, track progress of payments and close contracts.

  • Coordinate scheduling activities and projects with other Agency departments and other local, state and federal agencies and organizations.
  • Facilitate commitment and productivity, removing obstacles, and motivating team members.

  • Prepare reports, presentations, training materials, promotional materials, and/or other related documentation and correspondence.

  • Represent the Agency at various regional committees with partner agencies and municipalities.

  • Work collaboratively with local officials, agencies, jurisdictions, and developers to advance transit projects and programs; communicate and coordinate transit planning impacts with various agencies.

  • Assist in the grant writing process to securing funding for projects; adhere to writing guidelines.

KNOWLEDGE, SKILLS & ABILITIES
  • Methodologies for managing project scope, schedule, budget, risk, communications, and procurement.

  • Interpret and apply Federal, State, and local regulations governing public transit systems.

  • Understand and apply Federal Transit Administration regulations and guidance related to assigned activities.

  • Understanding of National Environmental Policy Act (NEPA).

  • Principles and practices of supervision, training, and employee development.

  • Communicate technical information to non-technical audiences.

  • Public transportation service administration principles.

  • Land use management, transportation demand management, and inter local agreements.

MINIMUM QUALIFICATIONS
Bachelor’s Degree in Transportation Planning, Urban Planning, Public Administration, Engineering or related field and five years of experience in Project Management; or an equivalent combination of experience and education. Must possess a valid driver’s license.

LICENSES, CERTIFICATIONS & OTHER REQUIREMENTS
Project Management Professional (PMP) Certification, American Institute of Certified Planners (AICP), Professional Engineer (PE), Engineer in Training (EIT), or Professional Transportation Planner (PTP)

PREFERRED QUALIFICATIONS
Master’s Degree Urban Planning or Engineering; experience in public transportation service or facilities planning; progressive responsibility in project management consulting and construction management. PMI certifications such as Certified Associate in Project Management (CAPM) or equivalent.
