We are recruiting to fill a Senior I.T. Project Manager position. The ideal candidate will be an expert in their field and be prepared to successfully manage critical I.T. projects. This person will be relied upon for overall project initiation, planning, execution and control and closure of high priority Agency projects or programs. These will primarily be technology projects which often require considerable resources and high levels of functional integration. adherence to quality standards and compliance, technical direction throughout the project, project accounting and project closure. The Senior I.T. Project Manager typically manages projects of $500,000 or more and that will affect and involve multiple departments up to and including the entire Agency.

  • Manage and control assigned Agency projects through completion.

  • Monitor budget, resources, team members, consultants and vendors.

  • Monitor progress, evaluate and accept work or products, verify charges and approve routine project change orders.

  • Identify risks and issues, and confer with appropriate Agency personnel and contract project personnel to resolve them.

  • Develop and manage project communication plans; defines and reaches consensus with project stakeholders, ensuring they are well informed of progress.

  • Develop and manage risk management plan for projects that frequently involve risk exposure at Enterprise level.

  • Perform business analysis and recommend business solutions and alternatives for projects.

  • Work collaboratively with Contract Compliance Administrator to monitor contractor's adherence to contractual agreements.

  • Prepare a variety of complex narrative and statistical reports, proposals and recommendations, including project status reports for Federally grant-funded projects.

  • Work as part of the Project Management Office (PMO) to develop and maintain Project Management standards, tools, processes and procedures, and institutionalize these throughout the Agency. Participate in continuous learning and education activities, and share training with co-workers.

  • Review deliverables of other acting project managers, and provide team and project manager coaching, mentoring and support.

  • Prepare and deliver various types of presentations, including training and status reporting, to audiences at various levels of the Agency, including Board of Commissioners and Executive Team.

  • Act as Pierce Transit's point of contact for the planning and implementation portions of assigned regional technology and other projects.

  • Demonstrate regular and reliable attendance.

  • Perform other related duties as assigned.

Knowledge of and skill in applying:
  • IT Network Management concepts and principles;

  • Project and Program Management methodologies, processes and procedures;

  • Methods of systems design, development, integration and implementation;

  • Principles of quality improvement processes; change management; program documentation; and recordkeeping;

  • Report and document writing techniques;

  • Applicable federal, state, and local laws, rules, regulations, codes, and/or statutes;

  • Leadership principles;

  • Public transportation service administration principles;

  • Public relations principles;

  • Budgeting principles;

  • Customer service principles;

  • Modern office equipment.

Skill in and ability to:
  • Use SQL for data management, analysis, and reporting

  • Manage a variety of projects simultaneously from inception through post-implementation;

  • Analyze and interpret fiscal, statistical, operational data and/or other related information and develop and implement recommendations based on findings;

  • Interpret and apply federal, state, and local laws and regulations;

  • Supervise and/or provide leadership;

  • Negotiate and build consensus;

  • Prepare reports, presentations, training materials, promotional materials and/or other related documentation and correspondence;

  • Provide daily operational guidance and supervision;

  • Manage and administer projects, programs or operational activities;

  • Monitor and administer budgets, contracts, and/or related operational measures;

  • Ensure regulatory compliance of assigned area;

  • Plan and forecast;

  • Provide customer service and client support;

  • Utilize a computer and relevant software applications, including Office 365;

  • Establish effective and cooperative working relationships with others.

Required: Bachelor's Degree in Business, Management Information Systems, or a related field and five (5) years' increasingly responsible experience in project management, with diverse exposure to a variety of complex IT projects; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

  • ITIL (Information Technology Infrastructure Library) Certifications

  • Program Management Professional (PgMP) certification

  • PMI Agile Certified Practitioner (PMI-ACP)

  • PMI Risk Management Professional (PMI-RMP)

  • Portfolio Management Professional (PfMP)

  • Certification in enterprise project management methodology such as Six-Sigma, ISO, or TQM

  • Lean Six Sigma Green Belt certification and understanding of Agile Project Management Methodology.

Special Requirements: Project Management Professional (PMP) Certification from the Project Management Institute (PMI) and a valid Washington State driver's license required at time of hire.
