SUMMARY
Directs, develops and implements strategies needed for the sustainability and advancement of the Authority’s long-range planning efforts needed for future system program expansions. Oversees transit planning and budget activities for the Office of Long-Range Planning ensuring that long range programs and projects are established in accordance with budget and all applicable local, state and federal regulations. Works closely with elected officials, internal and external stakeholders, governmental agencies and the general public for the optimization and advancement of bus and rail services, projects and programs provided by the Authority. Advocates for an internal and external environment supportive of public transportation. Responsible for representing MARTA in the region as a subject matter expert on planning; required to act as the AGM Planning in his/her absence.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provides direct oversight of various transit-specific activities related to the development and oversight of the Authority’s long-range planning projects, programs, and strategies needed for future system expansions. Plans, develops and oversees implementation of long -range strategies and programs for the office to support the Authority's goals, objectives and strategic plans while simultaneously aligning with all State and Federal laws and guidelines.

  • Directs the development of project plans and controls project scopes of work, schedules and budgets. Ensures that work carried out by MARTA employees and consultants is monitored with regard to quality and is performed in accordance with established project delivery standards. Directs the management, administration and controls for consultant contracts.

  • Directs planning, environmental studies and preliminary engineering activities for transit corridor and facility projects. Oversees and partners with internal business units/departments to secure consultant services for projects.

  • Participates and promotes the development of strategies and policies for land use programs and projects along transit corridors. Engages in various transit/regional planning activities ensuring compliance with local, state and federal regulations and ensures that MARTA goals and objectives are maintained in adherence to budget.

  • Directs the development and implementation of agency and community participation programs for projects in coordination with local, state, and federal agencies. Serves as the primary liaison with agencies on transit planning issues and activities. Maintains strong working relationships with external stakeholders and agencies.

  • Supports MARTA Title VI, GIS, transit-oriented development and sustainability programs.

  • Develops and presents written and oral reports to MARTA committees and Boards of Director and/or policy groups (such as city councils, transportation commissions, etc.) on related projects and programs.

  • Serves as the primary liaison with the Federal Transit Administration on transit planning issues and submittals. Ensures full compliance with federal requirements of the National Environmental Protection Act (NEPA). Leads staff to develop submissions for Federal Transit Administration's (FTA) New Starts/Small Starts program.

  • Manages and coordinates activities associated with regional transit planning and Authority-specific long range plans for future system expansion as well as coordination with planning partners for the regional transportation planning process.

  • Manages, coordinates and maintains the Authority's Planning Initiatives in the Unified Planning Work Program (UPWP) for reporting to the Atlanta Regional Commission (ARC) and Federal Transit Authority (FTA).

SUPERVISORY RESPONSIBILITIES
Directs the work of those personnel assigned to the Project Planning and Special Projects & Analysis branches. Interviews, hires and evaluates performance of employees; provides feedback, coaches, disciplines and discharges as appropriate, manages and supervises the activities of the Planning Department in the absence of the AGM including interface with the Executive Management Team. Must be able to work and provide leadership in a cross disciplinary environment.

EDUCATION and/or EXPERIENCE
Bachelor's degree in urban planning, engineering, transportation or a related field. Ten (10) years of progressively responsible conducting transportation/regional planning studies and operational analysis of transit projects and/or programs. Six years of management level experience is required. Project or construction management experience is highly desirable. Knowledge of FTA mandated policies, procedures and processes (i.e. Federal Capital Investment Grant process), Regional Transportation Plan (RTP) and Transportation Improvement Program (TIP) is highly desired. Must possess excellent written and oral communication skills and a demonstrated ability to conduct research independently and present findings in a comprehensive and clear format. Experience in leading groups and projects, proven problem-solving skills, and computer literacy required. In lieu of a degree, experience as described may be substituted on a year-for-year basis.

MATHEMATICAL SKILLS
Ability to work with and apply advanced mathematical concepts. Must understand complex formulas, demographics and socio-economic data and the computer applications associated with the data. Must be able to use all Microsoft Office Suite applications (MS Word, Power Point, and Excel). General knowledge of Trapeze and GIS is desirable.
