VIA Metropolitan Transit (VIA) is seeking to fill an integral leadership position – Vice President of Safety, Training, and System Security. Reporting to the Deputy CEO, this position directs the activities and serves as VIA’s principal authority in the areas of Safety, Security, Emergency Management, and Operational Training. This position manages VIA’s safety initiative, emergency management and preparedness, counterterrorism, peace officers, homeland security and all related staff training needs in these areas, as well as training activities in transportation, maintenance, and some safety functions.

Since 1977, VIA has served the San Antonio metropolitan area, a community with a high percentage of public transit users. With over 2,100 employees and eight (8) transit centers, VIA provides regional multimodal transportation options to millions of residents and visitors within its 1,210 square mile service area. Services include bus, paratransit, high-frequency, ride-sharing, vanpool, and park-and-ride. Bus service includes 6,851 stops along 96 bus lines, which are divided into five service categories: frequent, metro, express, skip, and downtown circulator. Leadership revises these services three times each year to make adjustments reflecting demands and cost-effectiveness.

VIA seeks a safety-sensitive leader who develops, implements, updates, and maintains overall integrated safety, security, emergency management, and training programs and policies; oversees staff functions and operations of the department; interfaces with executive leadership and employees at all levels; plans, organizes, and coordinates department activities; develops, implements, and monitors company-wide and department policies and procedures to assure compliance and consistency with best practices; demonstrates leadership and develops leadership talent; and develops and maintains an accurate timely achievement reporting system.

This position requires a bachelor’s degree in a field related to safety, security, training, and/or emergency management or business administration, as well as 12 years of experience in progressively responsible positions to provide an adequate background in safety, security, and/or emergency management functions and in the management of training programs for various employee levels or other adult education programs, or an acceptably balanced combination, preferably in a multi-modal mass transit property. Three (3) years of experience in a senior management position is also required. Experience may substitute for educational requirements.

Additionally, candidates must possess the following knowledge and abilities: governmental regulations related to transit safety and environmental regulatory standards, training program development, planning, effective communication, sound judgment, leadership, professionalism, work ethic, organization, decision making, financial responsibility, flexibility, proactiveness, and time management.
