Job Summary:
Under direction of the Chief of Staff, the Strategic Sourcing and Procurement Director oversees DTC’s centralized Purchasing and Materials Management/Stores function and is responsible over the planning, purchasing, and managing of a wide range of goods and services in accordance with the DTC purchasing policies and procedures, while maintaining the highest level of professionalism, integrity, and regulatory compliance.

Duties and Responsibilities:

  • Responsible for the overall direction, coordination, and evaluation of the Department including staff hiring, training/coaching, EEO compliance, and performance management in accordance with the organization's policies and applicable laws
  • Develops and executes multi-year sourcing strategies for major capital and operating categories, including A&E services, vehicle parts and rehabilitation, facilities, and technology aligned with DTC's capital plan, TAM plan, and grant funding cycles
  • Conducts spend analysis and category management across all DTC purchasing to identify consolidation opportunities, negotiate improved pricing and terms, and deliver measurable cost savings and cost avoidance
  • Establishes vendor performance management practices, including evaluation criteria, scorecards, and corrective action processes, to strengthen supplier accountability on contracts and task orders
  • Builds and maintains a departmental infrastructure rooted in procurement best practices and streamlined processes
  • Manages and keeps up-to-date procedures, policies, procurement files, and controls to monitor activities and ensure all DTC purchasing is conducted in compliance with DTC, FTA, MDOT and other requirements
  • Plans and implements purchasing actions to ensure timely availability of the materials, services, and equipment needed to support DTC operations and programs
  • Provides support to other departments in defining requirements and developing optimum procurement strategies
  • Manages contract authority and competitive vendor selection processes to ensure that all DTC purchases are obtained at reasonable costs from qualified suppliers, and are in accord with the public interest
  • Reviews and approves contract documents for major purchases and construction projects to ensure compliance with procurement standards, laws, and regulations
  • Confers and negotiates with contractors, vendors, and manufacturers
  • Ensures integrity of Purchasing and Stores systems and processes and ensures compliance
  • Oversees inventory counts on a regular scheduled basis
  • Utilize DTC-systems, including PMC, Bidnet, Financial Software, Smartsheets and other approved external programs essential to the procurement department's regular operations.
  • Actively solicits feedback from colleagues and supervisor on opportunities for growth and development
  • Retrieves files and documents from the designated procurement folders and drives on the company network.
  • May utilize approved external programs essential to the procurement department’s regular operations.
  • Incorporates safety into all aspects of job functions
  • Must work within established methods, practices, procedures, policies of the DTC and federal or state laws
  • Creates a safe and inclusive working environment for all team members
  • Collaborates and effectively works with all members of the team
  • Practices open communication and resolves conflicts in a professional manner

Education, Experience and Qualifications:
  • Bachelor's degree in business, supply chain, public administration, or related field
  • Seven (7) years of progressively responsible procurement experience, including three (3) years in a supervisory or management capacity.
  • CPPO, CPPB, or NIGP-CPP certification, preferred
  • Public agency or transit procurement experience, preferred
  • ERP/e-procurement system experience, preferred

Knowledge, Skills, and Abilities:
  • Strong knowledge of federal transportation procurement regulations
  • Strong knowledge of state, federal, local laws, rules and regulations governing public transit purchasing
  • Proficient in Microsoft Office programs (Word, Excel, PowerPoint, Teams, Outlook, etc.)
  • Excellent communication skills
  • Experience in a Michigan or rail public transit agency, preferred
  • Working knowledge of U.S./Canada Customs Regulations on export/import of materials goods, preferred

Starting Salary: $112,224 Annually
