NATURE OF WORK
This professional administrative and management work directing all activities of the Palm Tran's Paratransit section. An employee in this position is responsible for the overall, timely, safe and cost-effective delivery of services to customers requiring specialized transportation services. This employee participates in the research, development and implementation of service programs for individuals with disabilities and ensures that the contracting agency is in compliance with Florida Statute (427), Transportation Disadvantaged Program, State Regulations for operating Government Transit Vehicle Selection 14 - 90 and Federal Transit Administration regulation; 49 CFR Part 40, 653 and 654. Also, ensure contractors are in full compliance with all sections of the Americans with Disabilities Act that applies to transportation services. Work is performed under the general direction of the Executive Director, or their designee and is reviewed through conferences, reports and evaluation of results obtained.

EXAMPLES OF WORK

  • Plans, directs, coordinates and reviews the work of assigned staff; assigns work and coordinates schedules, project, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations.

  • Manages and coordinates the activities of staff engaged in the administration of paratranist services, including contract compliance, adherence to funding source requirements, quality assurance, program safety, vehicle and equipment, eligibility determinations, complaint investigation, and state and federal regulatory compliance.

  • Develops contract specifications and Request for Proposals (RFPs) for the provision of paratransit service and functional assessments related to paratransit eligibility.

  • Ensures that Paratransit Contractors are in full compliance with the scope of service.

  • Provides direction and support to staff in developing various operational reports to track quality and costs associated with services provided.

  • Works with staff to ensure that Annual Operating Report (AOR) and Transportation Disadvantaged Service Plan (TDSP) are factual and submitted on a timely basis.

  • Meets with various agencies and program sponsors on an ongoing basis to identify problem areas and develop mutually agreed upon agencies.

  • Assist with preparing, monitoring and administering the annual budget for assigned section.

  • Conduct annual staff evaluations.

  • Works with staff in the development of tracking and reporting formats for carrier compliance with the System Safety Program Plan (SSPP).

  • Establishes goals and objectives for the division.

  • Develops policies and procedures that relates specifically to the division.

  • Reviews and creates monthly, quarterly, and annual reports. Develops presentation documents and make presentations to Palm Tran staff, committees (Transportation Disadvantaged Coordinating Board and ADA Accessibility Committee), the public, and County Commission board as needed. Represents the organization to other public and private entities.

  • Represents Palm Tran Incorporated at the Local Coordinating Board (LCB) and Accessibility Advisory Committee and other committees related to paratransit services.

  • Ensures that complaints are properly investigated and corrective action taken, when necessary.

  • Performs other related duties as assigned.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

  • Thorough knowledge and understanding of the Americans with Disabilities Act of 1990 (ADA).

  • Thorough knowledge and understanding of Florida Chapter 14-90 Equipment and Operational Safety Standards.

  • Thorough knowledge of Federal Transit Administration (FTA) requirements.

  • Proficient in public sector service contract development and administration.

  • Thorough knowledge of specialized vehicles used in Paratransit Services.

  • Thorough knowledge of computer software used in Paratransit Operations.

  • Ability to plan and supervise the work of subordinate personnel.

  • Ability to communicate effectively, both verbally and in writing.

  • Recent (within the past three years) experience in quality control investigations of vehicles and drivers providing Paratransit Services.

  • Experience in reviewing and investigating of incidents and accidents associated with the delivery of Paratransit Services.

  • Knowledge of Paratransit Call Center operations both customer service and reservations.

  • Knowledge of Federal, State and local laws and guidelines pertaining to operations of Paratransit services.

  • Ability to establish and maintain effective working relationships subordinates, superiors, government officials general public.

  • Ability to prepare detailed reports and related memoranda.

  • Ability to identify, analyze and solve administrative problems and render advice and assistance in these areas.

  • Thorough knowledge of principles & procedures for management.

  • Thorough knowledge of management practices and personnel administration.

  • Ability to plan, direct and present long range plans and programs.

MINIMUM REQUIREMENTS
Bachelor’s Degree; graduation from an accredited college or university with major in Business, Public Administration or a related field; plus, six (6) years of leadership experience in paratransit administration and operations. Experience must include four (4) years of management experience. Must possess a valid Florida license. An equivalent combination of education, training, and experience may be considered in lieu of the stated requirements, or Associate Degree in Business, Public Administration, or a related field, plus eight (8) years of leadership experience in paratransit administration and operations, including four (4) years of management experience or High School Diploma/GED, plus ten (10) years of progressively responsible leadership experience in paratransit administration and operations, including four (4) years of management experience.

PREFERENCES:
Previous experience working with multiple collective bargaining agreements, knowledge of transportation funding sources, reporting requirements, contract management, and transit-related Florida Statutes and FTA regulations.
