BASIC PURPOSE AND PRINCIPAL RESPONSIBILITIES:
Assists in the oversight of VVTA Operations vendors through monitoring transit service-related contractor and vendor activities to ensure they are operating in accordance with the terms of existing agreements. Duties include facilitating the reporting of activities to assess compliance with the terms of the contracts; reporting monthly security data to the National Transit Database (NTD); monitoring the contractor Drug and Alcohol program for compliance with FTA regulations. Researches and responds to customer complaints in coordination with Operations contractor.
SUPERVISION RECEIVED AND EXERCISED:
Works under the general direction and supervision of the Operations Manager in the day-to-day duties and indirectly to the Chief Operating Officer.
EXAMPLES OF DUTIES AND RESPONSIBILITIES:
- Monitors and evaluates contract compliance; reads, understands, and interprets working contracts; assesses, and coordinates resolution of non-compliance issues
- Reviews contractor’s drug and alcohol files and conducts site visits to assure compliance with FTA regulations
- Creates monthly performance summary for contractor by analyzing customer complaints, those that are chargeable offenses
- Reviews third-party security invoices for processing
- Requests information from contractor to ensure contract compliance
- Meets with VVTA administration staff and contractor staff to review monthly performance summary reports; participates in and/or facilitates progress report meetings
- Conducts regular bus cleanliness inspections, bus operator uniform checks, and early morning bus rollouts to assess compliance with contractual standards
- Assures all operational areas of VVTA’s operations and maintenance contract are in compliance. These include but are not limited to on time performance; complaint management and daily operations logs
- Monitors condition of bus stops and shelters in the VVTA service area and makes recommendations for improvements and remediation by jurisdiction
- Coordinates with jurisdictions on the installation and removal of bus stops, shelters, benches, and solar lighting
- Represents the Authority on safety and security issues
- Participates as a member of VVTA’s Safety Committee
- Coordinates emergency response activities in coordination with VVTA’s Operations Manager
- Prepares and maintains detailed spreadsheets, databases, and other reports as required
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS: A combination of education, experience, and training that would provide the required knowledge, skills, and abilities:
Education:
Equivalent to graduation from an accredited college or university with major coursework business administration, public administration, contract administration, or a related field.
Experience:
- Minimum of three years of recent, progressively responsible professional-level analytical and compliance experience in a public transit agency in a comparable role OR
- Five plus years of experience performing comparable work in a related industry or organization with functions, regulatory requirements, or operational responsibilities relevant to the public transit industry.
Knowledge of: - Federal Transit Administration (FTA) Drug and Alcohol Program requirements, or the ability to learn and apply these requirements.
- California Department of Motor Vehicles (DMV) Commercial Driver License (CDL) regulations and compliance requirements applicable to public passenger transportation, including Class A and B licensing, Passenger (P) endorsement, air brake requirements, medical certification, driver qualification, Employer Pull Notice (EPN) requirements, and applicable safety and regulatory standards.
- Title VI of the Civil Rights Act of 1964 and applicable FTA requirements, including nondiscrimination, Limited English Proficiency (LEP), public participation, service equity, and compliance monitoring and reporting
- Americans with Disabilities (ADA) rules and regulations applicable to public transportation
- Internal control principles and practices
- Research and report preparation methods and techniques
- Management information systems and their application to data management, analysis, and reporting.
- Modern office practices and procedures; records management principles and practices
Ability to: - Communicate effectively, both orally and in writing
- Establish and maintain cooperative and professional working relationships with individuals contacted in the course of work
- Maintain confidentiality regarding sensitive information
- Evaluate and establish priorities, organize own work and adhere to critical deadlines
- Identify issues, analyze information and problems, evaluate alternatives and develop sound conclusions and recommendations

- Effectively interpret ADA rules and regulations.
Proficient in: - Typing accurately and at a speed necessary for successful job performance
- Computers and software applications, including Microsoft Word, Excel, Outlook and database applications. Strong working knowledge of transit software is preferred and ability to learn propriety software such as Transtrack and others as needed.
License or Certificate: Possession of a valid California Class B driver’s license with airbrake and passenger endorsement is required at the time of appointment.
WORK ENVIRONMENT:
Physical Skills:
Ability to work in the field in various weather elements experienced in the Victor Valley along with mobility to work in a typical office setting. Physical ability to walk, stand, intermittently kneel, crouch, stoop, squat, twist, and maintain sustained posture in a seated position for prolonged periods of time; dexterity to write and use a computer; reach office equipment; write and use keyboard to communicate through written means; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone; lift and carry 35 pound boxes, files, bus stop signs, traffic a-frames; files, and materials. Ability to install or remove bus stop signs on an occasional basis.
Work Environment:
Work in a standard office setting and in the field.
