The Executive Director is a dynamic and strategic leader serving as the Chief Executive Officer of NCRTD, accountable to the Board of Directors and is responsible for enforcement of all NCRTD local, state, and federal codes, ordinances, and regulations, the conduct of all financial activities, and the efficient and economical performance of NCRTD’s operations. The work provides for a wide variety of independent decision-making, within legal and general policy and regulatory guidelines.

Under policy direction, plans, organizes, and provides overall leadership, direction, and oversight for all of NCRTD functions and activities; ensures policy direction of the Board of Directors is carried out in an expeditious and cost-effective manner; performs a variety of professional executive and managerial duties related to planning, organizing, directing, coordinating, and controlling the development, expansion, maintenance, and operation of the NCRTD; encourages and facilitates provision of services to NCRTD stakeholders; fosters cooperative working relationships with federal, state, and local government and regulatory agencies and various public and private groups; and performs related work as required.

Key Responsibilities

  • Exercises all authority, powers, or duties as prescribed by the NCRTD Board of Directors and as prescribed by statutes and adopted bylaws; serves as administrative advisor and liaison to the Board of Directors and member entities as needed to inform and apprise on operational issues; ensure the Board of Directors is kept informed of NCRTD functions, activities, and financial status, and of legal, social, and economic issues affecting NCRTD activities.
  • Provides technical insight and recommendations relating to determining operational policies, goals, and objectives; formulates implementation options and strategies; converts strategies to action plans with timetables and deadlines; evaluates District needs and formulates short-and long- range plans to meet needs in all areas of responsibility.
  • Plans, directs, coordinates, and controls the activities of the District; determines work priorities and delegates assignments to subordinate personnel; develops guidelines and deadlines, supervises staff; provides quality assurance review of work in progress; ensures services delivered by departmental staff meet quality and timeliness standards; monitors and reports department activities through defined management assessment programs, metric measurement systems and related performance management methods.
  • Manages, directs and coordinates the development and implementation of the long-range operating business plan of the District; ensures the financial accountability and appropriate recordkeeping and internal controls of the District; directs the preparation and development of District and departmental budgets and monitors fiscal controls to ensure conformity with established financial constraints governed by capital funding program; monitors financial status through financial reporting system.
  • Manages and performs the hiring and evaluating staff, overseeing the implementation of the service plan, conducts regular performance evaluations; makes decisions impacting employee status in the organization, including retention, advancement, discipline, and termination.
  • Explores, recommends, adapts to, and implements new methodologies and processes to streamline NCRTD operations and services.
  • Represents NCRTD to the Board of Directors, other public agencies, legislators, private and community organizations, various business, professional, and educational organizations, regulatory and governmental agencies, media, and the public to provide strategic policy direction, explain and advance agency goals and objectives, and/or negotiate solutions to difficult problems and issues.
  • Participates in state, regional, and metropolitan transit and transportation planning processes; represents and supports the position of the Board majority while maintaining a professional and respectful relationship between the NCRTD staff and the Member governments in the NCRTD.
  • Manages transportation system improvement and development; manages property maintenance and purchasing; reviews and approves work orders.
  • Ensures NCRTD programs, projects, contracts, and activities are in compliance with federal, state, and local laws, codes, ordinances, and regulations, and NCRTD policies and procedures.
  • Oversees the selection, training, professional development, and work evaluation of NCRTD staff; oversees the implementation of effective employee relations programs; conducts labor contract negotiations; provides policy guidance and interpretation to staff; serves as the hearing officer for grievances and discipline hearings.
  • Directs the preparation of and prepares a variety of correspondence, reports, policies, procedures, and other written materials.
  • Monitors changes in laws, regulations, and technology that may affect NCRTD projects, programs and operations; directs the implementation of and/or implements policy and procedural changes as required.
  • Responds to the most complex, difficult, and sensitive public inquiries and complaints and assists with resolutions and alternative recommendations.
  • Ensures staff observes and complies with all District and mandated safety rules, regulations, and protocols.
Performs other job-related duties as requested. May be required to work outside of or beyond normal scheduled hours as needed.

This position requires a proactive, solutions-oriented leader with exceptional interpersonal skills and a deep commitment to public transit excellence.

Salary Range: $152,693 - $209,021 annually

  • Plan, organize, direct, and coordinate the work of management, supervisory, professional, and technical personnel, delegate authority and responsibility.
  • Select and supervise staff, provide training and development opportunities, ensure work is performed effectively, and evaluate performance in an objective and positive manner.
  • Research, analyze, and evaluate new service delivery methods, procedures, and techniques.
  • Effectively administer special projects with contractual agreements and ensure compliance with contractual obligations.
  • Work cooperatively with, provide highly complex and responsible staff support to, and implement the policies of the Board of Directors.
  • Conduct effective negotiations and effectively represent the NCRTD in meetings with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations, and the media.
  • Direct the preparation of and prepare clear and concise reports, correspondence, policies, procedures, and other written materials.

  • Plan, organize, and implement special events.
  • Conduct complex research projects, evaluate alternatives, make sound recommendations, and prepare effective technical staff reports.

Requirements:

EDUCATION: Equivalent to a bachelor’s degree from an accredited college or university with major coursework in public administration, business administration, public policy, finance, or a related field.

EXPERIENCE: Ten (10) years increasingly responsible experience at the senior management or executive level in a municipal or public agency setting.

Possession of, or ability to obtain, a valid New Mexico Driver’s license, to be maintained throughout employment
