SUMMARY
Directs the design, implementation, communication, and administration of the Authority's Human Resources (HR) functions in efforts to drive organizational effectiveness and engagement. Directs activities and staff in the following areas: Human Resources Information Systems (HRIS), Performance Analytics (Compensation), Retirement Benefits, and Talent Acquisition. Develops and implements organizational policies and procedures to ensure compliance with federal, state, and local employment laws and regulations.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Plans, develops, and oversees implementation of long and short-range strategies for the Office of HR.
- Directs the design, implementation, communication, and administration of the Authority's HR programs in the areas of human resources information systems, performance analytics (compensation), retirement benefits, and talent acquisition.
- Directs the development, implementation, and maintenance of the operating budget for the Office of HR.
- Provides guidance and support to managers and employees on HR policies and procedures, and matters including but not limited to: disciplinary actions, grievances, conflict resolution, policy interpretation, etc.
- Implements talent management programs and strategies to source and onboard new employees; and develop, attract, and retain employees.
- Develops and administers defined benefits and deferred compensation retirement plans for the Authority.
- Ensures that wage and salary programs are fair, competitive, and compliant with internal policies and government regulations.
- Develops and implements strategies to promote employee engagement, retention, and diversity within the workplace.
- Develops key performance indicators (KPIs) and metrics to assess the effectiveness of HR programs and initiatives and, identify opportunities for improvement.
- Performs other related duties as required.
SUPERVISORY RESPONSIBILITIES Primary duty is the management of an Office of the Authority. Directly and/or indirectly supervises managers, professional, and administrative employees assigned to the Office of HR. Interviews, hires, and develops subordinate personnel; sets standards and evaluates performance of employees; provides feedback, coaches, disciplines, and discharges as appropriate.
EDUCATION and/or EXPERIENCE Bachelor's Degree in Human Resources, Business Administration, or a related field and ten years of professional level experience in human resources. Four years of experience at the managerial level successfully managing programs, teams and/or departmental operations in one or more areas of human resources. Must possess excellent interpersonal, organizational, and written and verbal communication skills. Prior transit experience strongly preferred. In lieu of degree, directly related experience may be substituted on a year-for-year basis.
CERTIFICATES, LICENSES, REGISTRATIONS Human Resources certification (i.e. PHR, SPHR, CCP, CBP, CEBS) desired.
SALARY RANGE: $90,700 - $136,000
