SUMMARY

The Chief Operations Officer is responsible for supporting, coordinating, and administering various activities in the Operations Department at the Executive Team level. This Position also provides support to other departments in any form deemed necessary by the Executive Team or the Chief Executive Officer.

SCOPE OF RESPONSIBILITY

The incumbent will perform a wide diversity of work situations involving a high degree of complexity, determine own practices and procedures, and contribute to the development of new concepts with Executive oversight. Contacts frequently contain confidential/sensitive information necessitating discretion at all times.

Supervision is exercised over represented and non-represented Operations Department Staff to include Managers, Supervisors, Operators, and others as assigned engaged in all aspects of the department’s divisions.

ESSENTIAL FUNCTIONS

The following summarizes the essential or key responsibilities/attributes of the position the incumbent will be required to perform with or without reasonable accommodation:

Directs and controls all activities of operations to include bus, ADA and accessible services, various performance and service contracts, and any future modes of surface transportation.

Evaluates all functions of operations to ensure compliance with established standards and regulations, efficiency of service delivery, and ensure that expenses are consistent with operating budgets.

Evaluates, counsels, and directs Operations Department Staff. Provides guidance, assistance, and direction for employee activities and projects. Empowers subordinate managers to lead divisions effectively and efficiently while consulting operations work units. Accounts for variances and implements any necessary corrective action.

Develops and executes strategies and resolutions for major financial issues in the annual budget cycles and long-range planning. Oversees the development and recommendations for approval and administration of fiscal budgets; directs and monitors expenditures in accordance with the approved budgets. Recommends ways to enhance operation effectiveness, contain costs, and improve efficiencies.

Provides leadership in labor negotiations processes; participates in the hiring, discipline, and termination of department staff; and directs the administration of the department employee performance evaluations.

Administers labor agreements within the Operations Department.

Decides or delegates action concerning Union Grievances.

Recommends courses of action to the Chief Executive Officer and potentially the Board of Directors on matters affecting Operations and the Agency.

Complies with all requirements as requested by the Chief Executive Officer and the Board of Directors in an efficient and professional manner.

Performs work in compliance with safety and security policies.

Presents programs and information to employees, professional organizations, governmental and regulatory agencies, and the general public.

Maintains confidential information.

OTHER FUNCTIONS

Serves on special tasks forces as required.

Participates in community activities to promote transit on off-duty hours.

Models and ensures exemplary internal and external customer service.

Attends and participates in special agency recognition events.

Performs other duties as assigned.

Directly supervises one or more employees.

EDUCATION AND EXPERIENCE

Bachelor’s degree from an accredited four (4) year college or university is preferred. Requires at least five (5) years progressively responsible experience sufficient to demonstrate complete competency and knowledge of the principles of operations management.

Requires at least three (3) years in a managerial capacity in a unionized environment.

Any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

Public sector management experience preferred.

ADDITIONAL REQUIREMENTS

Regular, dependable attendance is required.

A valid driver’s license from state of residence and a good driving record is required. The ability to obtain or currently possess a Commercial Driver’s License (CDL) preferred.

Must be able to comply with C-TRAN’s nonsmoking policy and function in a nonsmoking work environment.

Must maintain a physical condition, which, either with or without accommodation, allows completion of all essential duties.
