Job Purpose: Manages all aspects of daily transit operations. Monitors employee performance, identifies safety issues, and addresses operational needs. The following list is not intended to be all inclusive of the potential position responsibilities.

Major Responsibilities:

Assists the General Manager in all aspects of location management including but not limited to Budgeting, forecasting, P&L review and explanations, financial reporting, Dashboard reporting, and month end closing. Responsible for managing within the operating budget. Fills in for GM in his/her absence. Represents company at client meetings. Investigates and works with the local union on all grievances for potential resolution. Participates in labor negotiations with union. Manages the overall quality in on-time performance, bus condition/status, and service interruptions. Responsible for ensuring daily pull out is completed 100% of the time. Manages transit operations, dispatching, labor distribution, and Service Supervision on a daily basis. Interacts daily with various client levels regarding operational developments. Develops manpower requirements for Controllers, Starters, Street Supervisors, and Operators. Manages the development of procedure manuals for Controllers, Service Supervisors, bus operators, and Starters in compliance with local policy and client policy. Manages all necessary daily and/or weekly reports for the company and client (On time performance, public comments, liquidated damages, and Dashboard). Manages the maintenance of schedules for Service Supervisor, Starters, and Controllers to ensure all shifts are filled and maintained within budgetary goals. Manages, monitors, and evaluates operations activities including: vehicle on-time statistics, missed runs, total work hours, total pay hours, customer complaint data, and all other operations related functions. Responsible for investigating operational concerns involving personnel. Administers employee discipline. Monitors and meets with employees regarding attendance and leave of absences. Works with the Safety Department to conduct monthly driver’s meetings. Tracks all location vacation hours and approves vacation for direct reports. Performs all other duties as assigned and may assist with other areas based on location needs.

Implements management policies and makes decisions regarding proper enforcement. Resolves customer and employee complaints. Disciplines employees. Develops procedure documents. Maintains working relationships with Client Personnel. Attends and reports at client meetings. Minimum Education & Certifications Required: College Degree or equivalent work experience.

Experience & Skills Required:

Minimum five (5) years of public transit experience with increasing responsibilities. Must have knowledge of transit operations, maintenance, and administration. Must have knowledge of Federal Transit Administration (FTA) requirements and guidelines. Must have good communication skills. Physical Requirements & Working Conditions (include amount of travel): Incumbent must be able to move about the office and between floors; utilize standard office equipment; access filing system/cabinets; and communicate effectively and efficiently in person or by telephone.

Must be able to drive company or personal vehicle to review driver performance, meet clients, and for other company related purposes.

Must be able to:

Use full range of hearing, speech, and vision Use fingers (manual dexterity) handling paperwork Stoop, crouch, squat, or kneel when performing inspections of any type Bend at knee, hip, waist when performing duties Stand while performing inspections and platform training Be subject to wet, cold, or hot environmental conditions Write reports in a coherent, legible way
