General Purpose of the Position: The Piedmont Authority for Regional Transportation (PART) establishes/maintains/manages regional travel models, including a best-in-class trip-based passenger model and a tour-based freight model, with model application to support a wide range of studies, from traditional highway and transit alternatives analysis to emerging economic impact and resilience analysis. PART is also actively engaged in integrating open-source and big data for model development and analysis. The Transportation Modeler Analyst position is responsible for assisting with the data collection and maintenance of various transportation, transit, and scenario planning modeling tools. The incumbent will provide support to the Triad Metropolitan Planning Organizations (MPOs) Administrators, other regional transportation/planning stakeholders, and the North Carolina Department of Transportation (NCDOT). A secondary function will be to understand how to execute each of the models in a support and backup role to the PART Regional Transportation Demand Modeler.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned or required by management or PART business requirements. • Assists in the development, maintenance, and enhancement of PART’s regional travel models, and support model applications for various projects undertaken by the agency. • Assignments may include programming to support model development and data analysis, conducting and analyzing travel surveys; preparing travel model inputs such as land use, transportation network characteristics, and demographic and employment data. • Supports model inputs, applications, analyze and summarize model outputs; present data internally or externally. • Supports surveys and data collection and analysis activities by compiling accurate data in databases and spreadsheets in a timely manner and contributing to the development of survey documents. • Produces charts, maps, plots, and reports using Geographic Information System (GIS) software; assisting with data maintenance. • Attends model group meetings; providing technical assistance to partners, outside agencies, consultants, and/or the general public as required. • Prepare written notes using MS Office from project meetings containing subjects discussed, action plans, and any necessary follow up. • Makes presentations to the general public, stakeholders, elected officials, boards, and other groups as required. • Work will include a wide range of transportation planning projects, including regional travel demand models, land use studies, and data analysis. The models currently maintained and utilized include a travel demand model (Piedmont Triad Regional Model or PTRM for freight and automobile movements), a transit ridership estimation (Transit Boarding’s Estimations and Simulation Tool or TBEST), and a land-use scenario planning tool (CommunityViz). • Provides other technical assistance or support as required. The incumbent should have a working knowledge of transportation, land use planning, multi-modal planning (e.g., bicycles, pedestrians, and transit), and a familiarity with travel demand modeling and related disciplines for geographic data analysis.

The incumbent must possess clear and accurate verbal/written communication skills for effective communication with all stakeholders. ? Experience with geographic information system (GIS). ? Familiarity with land use and travel demand modeling processes. ? Strong computer aptitude, with proficiency in Microsoft Office, ArcGIS (highly desirable), CommunityViz (desirable), and TransCAD (highly desirable). ? Hands-on experience with Python or GISDK programming.

EDUCATION and/or EXPERIENCE Minimum of a Bachelor of Arts in transportation planning, urban planning, civil engineering, geography, mathematics with at least one (1) year of professional experience, or a Master’s Degree in any of these majors with no experience or an equivalent combination of experience and training.

This position involves working with public and private sector agencies, decision-makers, and the general public. Work is performed in accordance with well-defined objectives and professional standards under the close technical direction of senior engineers and planners. Qualified candidates should possess solid analytical skills, be detailed-oriented, self-motivated, and have the ability to multi-task to meet any specified deadlines. Strong interpersonal skills, which include collaboration and the ability to successfully integrate within a successful PART team. ORGANIZATIONAL ACCOUNTABILITY This position is accountable to the Director of Planning. The Director will provide broad project and tasks assignments and be responsible performance evaluations, approval of time off and time sheets. Daily work activity and technical assistance will be overseen by the PART Regional Transportation Modeler.
