A highly responsible professional administrative position, reporting to a member of the Executive Team, involving the organization, direction, and management of the transit system’s business performance. This includes the fiscal, operational and real-time system performance metrics. Duties and responsibilities include, but not limited to managing, tracking and monitoring service quality metrics and standards, then making recommendations that enable strategic decision-making in support of the agency’s mission.


The incumbent is responsible for and supervises all activities related to the functions specific to performance goals and objectives for the agency. Monitors all applicable data streams associated with such analysis and evaluates for quality of final product.


The following summarizes the essential or key responsibilities/attributes of the position the incumbent will be required to perform with or without reasonable accommodation:

Manages and responsible for data mining and repository including the accurate and timely reporting of all metrics related material. Researches inconsistencies and anomalies in data, interprets findings, and develops a course of action.

Responsible for implementing and maintaining performance management software solution for reporting, data warehouse, and dashboards. Deploys real time dashboards and watch systems for identified metrics. Collaborates with departmental staff on data reporting needs and executes prioritized reporting.

Manages and maintains accurate data of all GPS and Real Time Information Systems for the purposes of a “real time” watch system.

Responsible for the NTD (National Transit Database) reporting, documentation, audit review of agreed upon procedures, and annual close-out certification process.

Responsible for agency participation in American Bus Benchmarking Group (ABBG) reporting, clearinghouse studies, surveys and follow up questions from Imperial College. Report to management ABBG results, identify areas for improvement, develop an action plan, monitor progress, and report back to management prior to annual and paratransit meetings.

Responsible for the monthly and annual reporting of passenger ridership and miles. Reconciles APC, farebox and electronic fare data for accuracy and process improvements. Ensure accurate bus stop GPS locations for ridership, passenger miles, and on-time departure reporting.

Manages agency interests and accuracy in regional electronic fare data for fare reciprocity, expense sharing, and route level analysis.

Monitors safety performance data of the system and individual operator’s safety records. Recommends performance improvement opportunities to Transit Operations, Training, and the Chief of Safety and Security.

Develops an electronic survey tool for riding the system to quantitatively identify areas to improve the customer’s experience. Deploy the survey for staff riding the system and complete an identified number of surveys each month. Evaluate results for trends and recommends process improvement in customer service, safety incidents, and on-time performance issues.

Benchmark agency performance to peer systems, produces special studies on identified performance improvement areas, research best practices, and provide analysis to management staff.

Assists in the development organizational and department performance goals and objectives, strategize improvement tasks, monitor results, and recognize employee, department and organizational accomplishments. Recommends policies and procedures to improve system-wide and organizational performance, with an increase in productivity or efficiency.

Assists Training in the development of employees’ skills and understanding of procedures and policies, developing, implementing, monitoring and overseeing adherence to performance standards.

Supervision of employees either as direct reports or as a leader of a team.

Conduct, manage, or serve on special projects and work team related to agency.


Assist other Finance department managers with fiscal reporting and metrics, as requested.

Prepares reports and presentations as required.

Performs other duties as assigned.


Directly supervises one or more employees.

Bachelor’s degree from an accredited four-year college or university. Requires at least five years’ progressively responsible experience sufficient to demonstrate complete competency and knowledge of the principles and practices of performance management.

Any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities. Extensive job history in data mining or performance metrics preferred.

Public sector management experience preferred.

Advanced experience with Microsoft Office Suite, and other computer applications relative to areas of responsibility required within finance, accounting, operations, maintenance, and any/all other departments. Tableau, SQL reporting services, and Microsoft Dynamics GP preferred.


Regular, dependable attendance is required.

A valid driver’s license from state of residence and a good driving record.

Must be able to comply with C-TRAN’s nonsmoking policy and function in a nonsmoking work environment.

Must maintain a physical condition, which, either with or without accommodation, allows completion of all essential duties.
