DIRECTOR OF SECURITY & SAFETY

POSITION SUMMARY:

Under the direction of the Chief Operating Officer (COO), the Security & Safety Director provides leadership and direction to all Security, Safety and Training staff. Plans, directs, recommends, and implements policies and procedures to ensure the physical protection and security of the organization’s property, employees and assets. Oversees the effective operation of the organization’s security personnel and equipment. Acts as a liaison with local, state, federal law enforcement agencies on all matters pertaining to security. Ensures successful implementation of Strategic Plan in relation to the Security& Safety Department, which includes short and long-term goals designed to achieve best-in-class standards for a public transit system. Works with COO, Department Directors and staff to ensure emergency preparedness of organization.

ESSENTIAL FUNCTIONS:

• Develops, implement, communicate, enforce, and evaluate a comprehensive Security & Emergency Preparedness Plan.

• Works with COO to facilitate change management through workforce skills assessment, development and subsequent succession planning initiatives.

• Develop and implement training program(s) which support the overall Emergency Preparedness plan and integrate regional and local efforts.

• Develop and oversee department budget, procurement of goods and services, and various required federal and internal reports.

• Work as a partner with external security and safety community organizations.

• Interact with Dayton Police and Fire Department as a team member.

• Coordinates and conducts internal/external criminal and non-criminal investigations that impact the safeguarding of RTA’s assets.

• Oversee company’s participation in emergency drills.

• Monitor and interpret FTA messages related to Homeland Security.

• Completes FTA security audits, training requirements and recommendations associated with Homeland Security directives.

• Review and report on various programs/policies and procedures of transportation, fleet maintenance, and internal security.

• Act as liaison to all departments on security measures, procedures, and needs.

• Manage personnel responsible for company security and safety efforts.

• Serve as an Essential Employee to continue the Authority’s operation during an emergency or weather related event.

• Model, facilitate and encourage exemplary internal and external customer service, open communication, collaboration, participation and professional development among staff.

• Manage staff responsible for new hire, refresher and retraining bus operator and maintenance employees. Works with other departments to ensure appropriate skills are met during training.

• Assists and participates with negotiating team to pursue contract language that improves operational effectiveness.

• Represents the Authority in community, regional and industry initiatives as required to meet Board-endorsed organizational goals and objectives consistent with RTA’s mission.

• Attends and participates in meetings and conferences as required.

• Develops and maintains a well-qualified workforce through the practice of sound general management principles. Supervises and provides leadership for his/her staff. Hires, trains, develops, and appraises staff effectively. Ensures the Authority meets its EEO responsibilities by assisting in identifying problem areas, participating in local minority organizations, participating in review of complaints alleging discrimination, and supporting career counseling for employees. Takes corrective action as necessary, on a timely basis, and in accordance with policy.

SUPERVISORY RESPONSIBILITIES:

Directly supervises daily activities of the Security Department and staff. Oversight of training manager as it relates to staff training of Maintenance, Transportation and Security employees. Oversight of Risk Manager and daily functions. Performs highly responsible professional and supervisory work directing, developing and establishing department goals and objectives, and providing the day-to-day management of security operations.

EDUCATION AND/OR EXPERIENCE:

Bachelor’s degree and minimum of seven (7) years of progressive management experience in security, safety or related field with minimum of four (4) years of security experience at the division manager, assistant director or director level. Strong preference for security management experience within public transit agency is preferred. An equivalent combination of education and experience will be considered.

COMPUTER SKILLS:

To perform this job successfully, an individual should be proficient with computer software systems including Excel spreadsheets, word processing (Word), e-mail (Outlook), Desktop Publishing, and Power Point.
