DIRECTOR OF TRANSPORTATION

POSITION SUMMARY:

Under the direction of the Chief Operating Officer (COO), the Director of Transportation provides leadership and direction to all Transportation Management staff to create a positive transit experience for customers, community stakeholders and employees. Ensures successful implementation of Strategic Plan in relation to the Transportation Department, which includes short and long-term goals designed to achieve best-in-class standards for a public transit system. Administers two (2) labor agreements to ensure contract provisions and work rules are applied consistently. Works with COO, Department Directors and staff to ensure emergency preparedness of organization.

ESSENTIAL FUNCTIONS:

• Develops and implements strategic goals for Transportation Department in collaboration with COO, and the Senior Leadership Team.

• Works with COO to facilitate change management through workforce skills assessment, development and subsequent succession planning initiatives.

• Directs development of policies and procedures to ensure employee compliance with all applicable federal, state and municipal laws, including the American with Disabilities Act.

• Assists and participates with negotiating team to pursue contract language that improves operational effectiveness.

• Represents the Authority in community, regional and industry initiatives as required to meet Board-endorsed organizational goals and objectives consistent with RTA’s mission.

• Attends and participates in meetings and conferences as required.

• Recommends to the COO innovative programs to decrease lost time and heighten productivity of transportation personnel.

• Assures that labor disputes are avoided or minimized through the fair and equitable interpretation and application of all contract provisions by meeting regularly with employees, counseling and or disciplining employees up to and including discharge in accordance with established rules and regulations.

• Develops and maintains a well-qualified workforce through the practice of sound general management principles. Supervises and provides leadership for his/her staff. Hires, trains, develops, and appraises staff effectively. Ensures the Authority meets its EEO responsibilities by assisting in identifying problem areas, participating in local minority organizations, participating in review of complaints alleging discrimination, and supporting career counseling for employees. Takes corrective action as necessary, on a timely basis, and in accordance with policy.

SUPERVISORY RESPONSIBILITIES:

Directly supervises daily activities of the Transportation Department and staff. Performs highly responsible professional and supervisory work directing, developing and establishing department goals and objectives, and providing the day-to-day management of bus operations. Assures safe, on time, and efficient customer-oriented bus service.

EDUCATION AND/OR EXPERIENCE:

Bachelor’s degree in business Administration, Transportation or related field and minimum of seven (7) years of progressive management experience in transit/transportation, with minimum of four (4) years of public transit management experience at the division manager, assistant director or director level. Experience with recent, verifiable, and increasingly responsible management within transit operations, including fixed route and paratransit, and service development in an organization comparable to Dayton RTA. Strong preference for management level experience within a combination of these areas and experience managing supporting departments/functions such as Training, Safety, Fixed Route, Paratransit and Customer Service that includes fixed guideway in Transit Operations Management; or an equivalent combination of education and experience will be considered.

COMPUTER SKILLS:

To perform this job successfully, an individual should be proficient with computer software systems including Excel spreadsheets, word processing (Word), e-mail (Outlook), Desktop Publishing, and Power Point.
