The purpose of the Compliance/Civil Rights Officer (CCRO) is to prevent unethical, illegal or improper conduct within the organization, and among its contractual entities. The CCRO will interact with individuals from various areas within the organization and must be able to communicate effectively with them regarding concerns related to DBE, ADA, Title VI, EEO compliance and Civil Rights.

Under the supervision of The Central Midlands Regional Transit Authority d/b/a/ The COMET's Executive Director, the Compliance/Civil Rights Officer (CCRO) will plan, organize, manage, coordinate and direct compliance activities involved with contractual oversight, contract disputes, deficiencies and lack of supported documentation required for reporting purposes. The CCRO will also be responsible for ensuring adherence to COMET policies and procedures, as well as required local, state and federal guidelines and regulations.

The CCRO must be a detailed-oriented individual who will be responsible for oversight of The COMET's ADA, DBE, Drug and Alcohol, EEO and Title VI policies and program implementation; ensure compliance with requirements of 49 CFR Part 37 subpart F and 49 CFR Part 655; assess vulnerable risks and assist with investigations of non-compliance and suspected policy violations within the organization.

Coordinate with COMET Executive Director, legal counsel, procurement, finance and contractors to ensure adherence to appropriate laws and regulations that govern all areas of responsibility within the COMET including but not limited to procurement contract management, vendor affirmative action compliance certification and performance standards, FTA Triennial Reviews, independent, state and federal audits.

CCRO will prepare and maintain associated files and reports required for its program responsibility.

Education and Experience:

A Bachelor's degree (B.A./B.S.) in Business Administration, Management, Finance, and ten (10) years experience working in public transit contracts, procurement, finance, civil rights, compliance or a regulatory environment, or related experience and training with an equivalent combination of education and experience.

Preferred: Master's (M.A.) degree in Business Administration, Management, Procurement, Contracts, Finance or a Law Degree (J.D.) with five (5) years of equivalent work experience in public transit contracts, procurement, compliance, civil rights or in a regulatory environment.

Knowledge/Skills and Abilities:

All candidates must have a valid South Carolina Drivers License and good driving record; must be able to read and interpret a variety of instructions furnished in written, oral, diagram or schedule form; analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations; write reports business correspondence, policies and procedures; make effective presentations and timely responses to inquiries from groups, managers, clients, customers, and the general public.

Must be available for occasional evening and weekend community meetings and events to ensure proper dissemination of information regarding compliance programs.

Salary Range: $65,00 - $85,000 with competitive benefit package that includes retirement and negotiable relocation expense depending on destination.
