General Description

As a City of Atlanta employee, the Safety, Security, and Training Manager will be an active member of (and may be required to chair) the Safety Certification and Security Committee (SCSC). This membership includes presenting reports and making recommendations. The Safety, Security, and Training Manager reports to the Executive Director of Streetcar to ensure monitoring of compliance at an executive level and affording full transparency to all safety process.

**This is a safety-critical position within the Atlanta Streetcar staff.

Essential Duties & Responsibilities – These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.

Develop and maintain safety management plans specific to Atlanta Streetcar project in accordance with Federal Transportation Administration (FTA), Georgia Department of Transportation (GDOT), Occupational Safety Heath Administration (OSHA),The City of Atlanta, and other Environmental and regulatory requirements and responsibilities including the development and facilitation of a Rail Transportation System Safety Program Plan (SSPP).

Create and implement annual Environmental, Health and Safety regulatory compliance audits throughout the project and within the Atlanta Streetcar (ASC) requirements.Conduct annual safety and regulatory compliance audits, as well as corporate audits.

Set minimum safety training requirements for each group of employees within specific professional disciplines (i.e.: Electrical, Signal, Track, Operators, technicians). Maintain a Records log of Skills and qualifications for the system.Draft/Implement training materials.

Investigate incidents and develop corrective action measures to minimize reoccurrence. Conduct claims investigations and evaluate Risk Management claims to identify significant hazards, loss trends; identifies and recommends preventative measures and corrective actions.

Identify hazards and conduct Risk Analysis, maintain hazard logs,and reporting requirements

Maintain Emergency Response plans, including the overseeing of disaster relief and Security and Emergency Preparedness Plans.

Training of personnel in all mandatory OSHA compliance training, 1st Aid Responders, as well as necessary Operational Hazard specific training.

Develop and execute comprehensive plans to improve safety performance across all areas of the project.

Manage the Drug and Alcohol Program (all elements pertaining to post-accident and reasonable suspicion testing)

Maintain CFR 49 Part 659, MAP-21 Compliance to include:

Accident Reporting Plan

Corrective Action Plan

Internal Audit Plan

Hazard Management Plan

Safety Emergency Program Plan

Determines safe work methods and ensures that personnel are notified of new and modified methods. Ensures that personnel are trained on safety policies and procedures. Ensures that personnel follow procedures. Responds to health and safety concerns of personnel in a timely manner.

Supervisory Responsibilities

The Safety, Security, and Training Manager is responsible for overseeing and managing personnel (employees, contractors and volunteers) assigned to specific safety duties of the Atlanta Streetcar. Supervision of any trainees while under training is also included.

Supervision Received

Work through the Manager of Streetcar Services as necessary to ensure the Atlanta Streetcar and the City of Atlanta's complete safety and security compliance with all governing agencies.

Knowledge, Skills & Abilities

Directly related work experience may be substituted on a year-for-year basis in lieu of educational requirement.

Requires minimum of 3 years working for a like or lager rail transit agency regulated by the FTA in a safety management role. Verifiable evidence of a total of 5 years of progressively increasing rail safety experience in management, operations, or supervisory transit experience is preferred. Demonstrable experience of conducting training in the transit environment must be provided.

Must have demonstrated leadership and skill in the implementation of rail transit system safety and security programs; hazard accident and security incident notification; investigation, and reporting; internal safety and security audit; emergency preparedness and response as well as strong familiarity and working knowledge of rail operations and rail maintenance.

Technical understanding of rail systems and civil elements including but not limited to light rail vehicles, electrification, overhead contact systems, communications, track, and fare collection preferred.

Excellent verbal and written communications skills are required. Must be able to define complex problems, evaluate alternatives and develop sound, independent recommendations in accordance with regulations and policies. Ongoing training in at least five (5) of following areas preferred:

Drug and Alcohol Program implementation/compliance

Risk & Hazard Management / Communication

Transit Rail Incident Investigation

Transit System Security

Transit Rail System Safety

Transit Emergency Management

National Incident Management System (NIMS)

CFR 49 Part 659 Compliance

QA & QC related training

Education & Experience

Bachelor’s degree that includes academic study in leadership or management with emphasis in safety, health, compliance or emergency preparedness in the public or private sector or a related field is preferred. A combination of academic progress and/or expertise in one or more disciplines may be an alternative consideration; this includes industry courses designed specifically for transit system safety.

Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Licensures and Certifications

Valid State of Georgia driver’s license. CDL Class B with P endorsement or the ability to obtain one within 3 months preferred.
