The Atlanta BeltLine is a $4.8 billion urban revitalization project being developed for the City of Atlanta, Georgia by Atlanta BeltLine, Inc. – a Georgia non-profit private development corporation. The Atlanta BeltLine program of projects includes 22 miles of modern streetcar/light rail transit (as part of a 50 mile system being developed in partnership with the city of Atlanta and Metropolitan Atlanta Rapid Transit Authority), 33 miles of urban trails, 2,000 acres of new and rehabilitated parkland, 46 miles of new complete streets and streetscape improvements, public art, historic preservation, and 1,100 acres of brownfield reclamation, all of which will support the creation of 28,000 mixed income housing units (including 5,600 affordable workforce units) and 30,000 permanent and 48,000 one year construction jobs. The Atlanta Beltline program is expected to stimulate between $10?20 billion in redevelopment in an area encompassing approximately 20 percent of the city’s land area and population over a 25?year implementation period expected to be completed by 2030.

Atlanta BeltLine, Inc. is seeking a Contract Administrator who will perform a variety of duties supporting all departments within the organization. This position will be responsible for the administration of contracts from a variety of sources to include but not limited to federal, state and grant funding. The Contract Administrator will also be responsible for administering ABI’s procurement policies and procedures as well as state and federal laws for all contracts.

The Contract Administrator will report directly to the Procurement Officer and work closely with various departments including Program Management, Transportation, Real Estate, Legal and Finance.

PRIMARY RESPONSIBILITIES

• Work with project managers to understand scope of project and provide information on procurement procedures as dictated by the funding source;

• Coordinate the review of contracts and proposed changes with the Procurement Officer, General Counsel, and originating department;

• Supports bid solicitation process including drafting and issuing RFQ, RFP, developing bid evaluation criteria and guiding ABI team members on processes involved;

• Tracking/updating status on Requests for Information, document submittals and DBE

• Pay requests review per contract compliance

• Grant compliance and reporting assistance to Project Managers

• Facilitate contract negotiations including changes to standard contract language;

• Exercises appropriate judgment and tact while protecting confidential information;

• Performs post contract evaluations with ABI team members;

• Enforces compliance with ABI Procurement Policies and Procedures.

• Reviews language and submittals (bonds/insurance) in contracts/agreements to ensure compliance with State law and ABI policy, proposes alternate language, requests revisions, negotiates terms in conjunction with the General Counsel, and recommends execution of contracts/agreements by the appropriate signatory;

• Works with General Counsel to ensure contract compliance for FBE/MBE/SBE participation and risk management;

• Develops and maintains an effective working relationship with vendors, contractors and consultants, and fosters relations between product and service suppliers and all ABI departments;

• Other related duties as assigned.

SKILLS & QUALIFICATIONS EDUCATION

Bachelor’s degree in Business, Finance, Management or other related field.

A recognized procurement designation or an equivalent combination of education and experience may be considered.

Applicants who have completed courses in Supply Chain Management Professional (SCMP), National Institute of Public Procurement (NIGP), National Education Consulting, Inc. (NECI) or another recognized program would be appreciated.

CERTIFICATIONS Applicants who hold one or more of the following certifications: ISM Certified Procurement Manager (CPM), CPPB, CPPO, or CSCMP are preferred.

EXPERIENCE & REQUIRED SKILLS Minimum of five years contract administration experience required. Eight or more years of experience strongly preferred. Administration of federal and state funded projects strongly preferred. Successful candidate should also have the following:

• Experience preparing RFI’s, RFP’s, RFQ’s and Bid Agreements

• Knowledge and mastery of procurement theory, principles and practices; contract development; and contract negotiations

• Experience evaluating or monitoring contract performance to determine necessity for amendments or extensions of contracts, and compliance to contractual obligations

• Extensive construction services background and experience

• Strong knowledge of federal and State of Georgia procurement regulations specifically related to infrastructure, transportation and construction procurements.

• Familiarity with American Institute of Architects (AIA) pay application format

• Strong organizational, tracking and multi-tasking skills.

• Excellent computer skills with MS Office Suite.

• Demonstrated ability to maintain confidentiality and handle sensitive issues.

• Ability to work collaboratively in a dynamic team oriented decision making environment, involving accelerated program delivery.

• Concentration, accuracy and attention to details are required.

• Personal integrity and excellent communication skills, both orally and in writing to deal effectively with the public and staff.
