The Atlanta BeltLine is a $4.8 billion urban revitalization project being developed for the City of Atlanta, Georgia by Atlanta BeltLine, Inc. – a Georgia non-profit private development corporation. The Atlanta BeltLine program of projects includes 22 miles of modern streetcar/light rail transit (as part of a 50-mile system being developed in partnership with the city of Atlanta and Metropolitan Atlanta Rapid Transit Authority – MARTA), 33 miles of urban trails, 2,000 acres of new and rehabilitated parkland, 46 miles of new complete streets and streetscape improvements, public art, historic preservation, and 1,100 acres of brownfield reclamation, all of which will support the creation of 28,000 mixed income housing units (including 5,600 affordable workforce units) and 30,000 permanent and 48,000 one-year construction jobs. The Atlanta Beltline program is expected to stimulate between $10-20 billion in redevelopment in an area encompassing approximately 20 percent of the city’s land area and population over a 25-year implementation period expected to be completed by 2030. In November 2016 Atlanta residents approved a ½ cent sales tax that will fund expanded MARTA services and capital projects within the city, including the streetcar system. Atlanta BeltLine, Inc. is seeking a Senior Transit Engineer to conduct planning, design, environmental review, and development activities including project management, engineering and construction management for transit capital projects and other transportation projects as part of the integrated program of projects. This position will also perform scope development, environmental impact analysis, financial planning and forecasting for transit, plan and specification review, scheduling, budgeting, negotiating, and contract administration. The position will direct employees and consultants and ensure a commitment to quality work and timely project delivery through consistent and professional performance of job requirements. Must be self-motivated and be able to work in a team oriented collaborative environment that requires a well-rounded skill set and the desire to explore new and innovative approaches to infrastructure planning, design and implementation. The position performs other related duties as required.

Position Responsibilities Under the general supervision of the Transportation Director, the position will be responsible for completing projects within established budgets and schedules. Specific responsibilities include:

1. Manage, review and coordinate planning, environmental review, and engineering design efforts for new light rail transit lines, operations and maintenance facilities, and other transportation projects as needed. Responsibilities include providing design capacity, and managing the scope, schedule, budget, and overseeing staff/consultants for projects; coordinating project efforts with internal staff, consultants, and public and private agencies; and defining and negotiating pertinent permits and variances as required by the performing agencies.

2. Manage, direct and coordinate transit capital and roadway/intersection improvement construction projects and provide contract administration. Review and approve invoices, potential design changes, field orders/force account work and value engineering proposals. Review organization's critical correspondence to and from contractors and other jurisdictions.

3. Ensure compliance with the organization's policies and procedures, and state and federal regulations including the National Environmental Policy Act (NEPA), Georgia Environmental Policy Act and Americans with Disabilities Act.

4. Prepare, review and evaluate contract technical specifications, bid documents, and cost estimates to ensure adequacy, completeness, economy, maintainability, and compliance with design standards and formal agreements.

5. Direct and manage preparation of federal New Starts and federal/state environmental documents including required financial plans and related state, federal, and local permits.

6. Represent Atlanta BeltLine, Inc. at public and inter-jurisdictional forums to advance organization interests and policies.

7. Produce reports for the Federal Transit Administration and other federal, state, regional, and local funding partners. Produce other reports as required.

Position Requirements: At least a Bachelor's degree in Engineering, Civil Engineering, Planning, Architecture, Construction Management, or any related field. Professional Engineering (PE) registration from any state with the ability to obtain same from State of Georgia within one year of employ is highly desired.

A minimum of twelve years of experience in the planning, design, and construction of multimodal transportation projects, including public works projects with an emphasis on modern light rail streetcar development. Experience working with and managing multi-disciplinary teams is desirable.

Proficiency with project management and office software, such as Microsoft Project and other Microsoft Office products. Familiarity with applicable technical software such as GIS, AutoCAD and/or Microstation, etc.

Or any equivalent combination of training and experience.

Selection Criteria:

1. Demonstrated experience with light rail and/or streetcar transit systems providing revenue service in the United States or abroad.

2. Demonstrated experience of planning, design, and construction principles, process and techniques for light rail and streetcar systems.

3. Demonstrated knowledge of state and federal regulations and design requirements related to transit projects and environmental reviews.

4. Demonstrated knowledge of light rail and streetcar design standards for shared in-street and exclusive guideway operations.

5. Demonstrated knowledge of transit oriented design principles and best practices.

6. Demonstrated ability to supervise consultant and construction activities and coordinate with jurisdictions and utility companies.

7. Demonstrated knowledge of cost estimating, CPM scheduling, budgeting, cost control, change order pricing and negotiation, and contract administration order pricing and negotiation, and contract administration.

8. Experience in construction management including initiation, oversight/inspection; project controls, project administration and project close out.

9. Experience in constructability review, design completeness review, construction, commissioning and validation.

10. Ability to solve complex challenges relating to project schedule and budget as an effective member of the project team.

11. Ability to prepare, review and interpret engineering and architectural plans; technical specifications, drawings and other contract documents.

12. Ability to effectively prioritize and manage multiple on-going activities to meet deadlines and complete tasks with minimal supervision.

13. Ability to exercise sound independent judgment within established guidelines.

14. Ability to effectively communicate in both oral and written form.

15. Ability to establish and maintain effective working relationships with employees, management and the general public, including those from culturally diverse backgrounds, the elderly, persons with disabilities and/or other vulnerable populations.
