DEFINITION Under the general direction of the Controller, the Assistant Controller is responsible for ensuring the accuracy and integrity of financial reporting for the District Finance Division. Distinguishing Characteristics This position is distinguished by its overall responsibility for ensuring the accuracy of District financial reporting; by the responsibility to be knowledgeable of accounting principles, internal control practices and local, State and Federal laws and regulations relating to finance and accounting, and in-depth knowledge of State of California Transit Development Act (TDA), National Transit Database (NTD) and Federal Transit Administration (FTA) Disadvantaged Business Enterprise (DBE) reporting requirements.

Supervision Received and Exercised This position reports to the Controller and does not exercise any supervisory authority. Further, this position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.

Working Conditions Normal working conditions for this position are in both an office and field setting. Business travel may be required periodically between District sites, governmental agencies, consultants’ facilities, and other locations as required.

EXAMPLES OF DUTIES

Essential Functions Duties may include, but are not limited to, the following: • Perform analysis of general ledger accounts as necessary, prepare journal entries to correct problems and make recommendations for adjustments • Prepare or review as needed, relevant monthly, quarterly, and annual reporting for the Finance Division, including but not limited to TDA, NTD and FTA DBE and Transit Asset Management (TAM) reporting requirements • Perform banking functions such as transmittal of wires, interbank transfers and deposits of checks • Propose complex journal entries including entries for various accounting adjustments, expense accruals, prepayments, depreciation and deferred expense and revenue • Maintain the general ledger chart of accounts and other set ups in the accounting system • Recommend internal control and business process improvements to the Controller • Perform finance systems testing and provide support to District Enterprise Resource Planning (ERP) Administrator for District ERP upgrade and implementation project, and ongoing production environment for the Finance Division • Design, create, test and put into production reports utilizing the District’s ERP reporting system to facilitate the accessibility of financial information to District employees • Assist in the documentation of procedures of the Finance Division business processes. • Lead preparation for periodic financial and regulatory audits and act as key liaison with external auditors and internal compliance function. • Provide back up support to staff and the Controller • Assist the Controller with special projects, such as cost analyses, financial history studies, or any other detailed analyses required. • Perform other related duties as assigned.

QUALIFICATIONS

Education/Experience • Bachelor’s Degree in Accounting or related field • Minimum seven (7) years of prior directly relevant experience, including a minimum 2 years supervisory experience.

A combination of experience/skills and education to fulfill the requisite knowledge, skills and abilities for this position may be considered.

Certificates/Licenses • Certified Public Accountant (CPA) or Certified Management Accountant (CMA) preferred. • Possess and maintain a California driver’s license, Class C, and a satisfactory driving record for the last five years. • Maintain compliance with the District’s policies regarding Conflict of Interest and Ethics.

General Requirements • Knowledge of generally accepted accounting principles, internal control practices, public finance, and financial reporting. • Knowledge of federal, state and local regulations applicable to finance and accounting; ability to interpret and apply regulations. • Exceptional written and oral communication skills. • Ability to gather, organize, and analyze information, develop sound conclusions and synthesize concepts. • Able to establish and maintain effective working relationships with a variety of individuals including staff, consultants, vendors and general public. • Demonstrated proficiency in computer software programs in a Windows environment, particularly the Microsoft Office suite, spreadsheet and accounting software applications, and ERP systems such as JD Edwards.

The employee must possess the ability to use the telephone and computer for extended periods, manual dexterity to complete clerical functions and work with office equipment, and lift equipment up to 25 pounds on a daily basis. The employee must be able to hear, see, and communicate verbally to exchange information. The employee must be able to physically travel between District locations and other destinations, work in evenings when required, work in hazardous conditions, and negotiate a variety of different and irregular terrain as is typical along a railway right of way. The employee may be subject to fumes, odors, dusts, gases, chemicals. The employee must be able to walk, climb, balance, bend, carry, push, reach, sit, and stand.

Machines / Tools / Equipment • Ability to operate a personal computer and Microsoft Office Suite programs. • Ability to operate standard office equipment, including a fax and scanner machine, copy machine, and telephone. • Ability to carry and operate a Blackberry/iPhone on-call device.
