DUTIES/RESPONSIBILITIES:
The Director of Planning and Marketing will analyze data, perform trend analysis, and lead cross-functional teams to develop recommendations to improve agency performance.

Manages the design, refinement, and execution of strategic reporting and analysis. Conducts research on complex transportation planning issues. Develops strategies to adapt to emerging technology and trends in transportation with specific focus on emerging technology and shared mobility.

Presents planning recommendations to various stakeholder groups and committees, and the County Connection Board of Directors. Manages assigned activities with other departments and outside agencies. Provides Liaison to various external agencies and/or stakeholders, including city/county staff, organizations, and citizen committees; the Metropolitan Transportation Commission (MTC), Contra Costa Transportation Authority (CCTA), and subregional committees; and other community groups.

Supports the Authority’s policies and procedures that address personnel, legal, and regulatory requirements, and employee/employer relationships. Creates and contributes to a working relationship pattern that will attain and maintain a high level of employee morale.

Directly oversees the following reporting responsibilities:

  • Internal fixed route Operating and Performance reports
  • Performance audits
  • Triennial Review (FTA)
  • Measure J reports to Contra Costa Transit Authority (CCTA)
  • Productivity improvement projects (PIP) for (MTC)
  • National Transit Database (NTD)
  • Annual Metropolitan Transportation Commission (MTC) Reporting Systems
  • Title VI program updates and equity analyses

Directly oversees the following service development activities including:
  • Route design and/or modifications
  • Bus stop locations
  • Draft schedules (in conjunction with Scheduling Division)
  • Service performance analysis related to grant opportunities
  • Shared mobility solutions
  • Various survey requirements

Directly oversees the following marketing activities including:
  • Outreach efforts throughout the service area
  • Coordinating campaigns for various platforms including print and web-based media; ensuring all campaigns are in alignment with service adjustments and new transit alternatives.

EDUCATION and/or EXPERIENCE
  • Bachelor’s degree (B.A./B.S.) from a four-year college or University, with a degree in urban planning, transportation engineering or planning, public administration, political science, or related field plus a minimum of five (5) years of progressively responsible planning experience in a public transit agency, including at least one (1) year in a supervisory role.
  • Desirable: A Master’s degree (M.A. or M.S.) in Planning, Public Administration, or related transportation field.
  • Education Substitution: Related experience or training that demonstrates substantial knowledge and abilities pertinent to specific job functions may qualify for substitution of the education requirement.
