Description: Sealed proposals are requested by the State of Illinois, Department of Transportation, Division of Public and Intermodal Transportation, hereinafter referred to as AGENCY, from Consulting firms and individuals to assist the Agency in connection with its next, FY2010-2015 paratransit vehicle procurement program in the following areas:

• paratransit vehicle specifications development;
• production-line vehicle inspections;
• technical assistance in meeting federal and state procurement requirements and vehicle related issues; and
• service evaluation and "best practices model development" associated with the Agency's implementation of 31 hybrid paratransit vehicles purchase through a federal TIGGER grant.

Disadvantaged business enterprises are encouraged to respond to this request.

Requirements: The selected VENDOR must comply with all applicable federal and state requirements and Equal Employment Opportunity laws and regulations. Responding VENDORS will also be required to certify that they are not on the U.S. Comptroller General's list of ineligible vendors.

Bid Procedure: Proposals must be received by 1:30 p.m. Prevailing Time on Monday, March, 29, 2010 when they will be opened publicly at:

Other: Prospective respondents are invited to attend a non-mandatory pre-proposal conference to be held at James R. Thompson Center, 100 W. Randolph St., Suite 2-029, Chicago IL. 60601 on Monday, March 15, 2010 at 11:00 a.m. CDT. This pre-proposal conference will be held to provide prospective respondents the opportunity to ask questions concerning the information contained in the proposal documents.

The AGENCY reserves the right to reject any and all proposals received if such rejection is in the best interest of the State of Illinois. A contract will be awarded to a responsive and responsible vendor unless all proposals are rejected.
